The art of service delivery
How do you hold a government to the promises it made at the ballot box? BBA Liminal built Gauteng's Delivery Support Unit a visual language that turns service-delivery data into something people can actually read — uniform dashboards across 14 departments, making the province's priorities and its wins clear, and accountable.
02 The liminal moment
Holding politicians to their election promises is hard, partly because the proof is buried in data few people can read. Gauteng's Delivery Support Unit, in the Office of the Premier, used Deliverology — a management methodology born in the UK to track and communicate service-delivery performance — to change that. It needed a visual language to match.
BBA Liminal was commissioned to develop one. It had to work within the province's strict guidelines without looking bureaucratic, and roll out as presentation templates across departments. The threshold was legibility and accountability: turning dense policy data into something a government employee, or a citizen, could grasp at a glance. We saw the deeper opportunity — a visual language that acts as a rallying call for better delivery, sharing priorities and successes intelligently, and nudging departments toward a more holistic, systems-thinking approach.
03 The transformation
We built a system of icons. We created icons for the 14 government departments working with the Delivery Support Unit — a consistent visual language that holds within provincial guidelines while giving the work the warmth and clarity it had lacked.
We used data to tell a story. Statistics are hard to decode. We designed each piece of collateral to carry large amounts of data, and the government's priority service areas, simply — informative and captivating, so people actually engage with the numbers.
We broke down silos. We developed a cloud-based platform that let employees across departments collaborate with the Office of the Premier in real time, sharing the data that becomes infographics — turning isolated reporting into a shared, systems-level view of delivery.
04 The craft
Uniform dashboards that make the wins visible
A visual language that holds within strict provincial guidelines yet reads with clarity and energy: a set of department icons, "big wins" dashboards built to the same template across government, data turned into infographics, and a platform that gathers it all in real time.
